A curious reference, and one the Senate never quite explains. Ever thought about how to do this? It's a challenge, but a great diplomatic coup that can be a source of endless amusement back at your capital. It can also strengthen your faction's standing in the world a great deal.Z
When To Use
This is primarily an early-game strategy, though it could be used at any point that fits the conditions. It is a relatively advanced diplomatic maneuver; so only attempt it if you're comfortable with the diplomacy engine.
Description
The basic idea here is to sell anything and everything to your target faction, and then use that money to finance other factions' wars against the target faction.
A note on wording: I say 'target faction' rather than 'enemy faction' because this will not work if you are already a enemy of the faction you want to weaken. You need the freedom to sell everything to them, including alliance.
First things first: you can't do this alone. Make friends via diplomacy with a faction (or multiple factions) who is enemies with your target faction. Avoid making friends with the Roman factions, as they are extremely difficult to negotiate with. If no one is an enemy of your target, then it's time to wait until they do have an enemy, or engineer a war between the two factions. That, however, is a whole different strategy in itself.
Focus on building your economy during this friend-making time. Keep your borders well guarded, and build your military slowly. Don't worry about cranking out a lot of units. Less units means more cash when you need it.
Now, make sure you have at least one diplomat stationed near a city of your target enemy, and one each for your ally or allies. Your highest Influence diplomat should be at your target enemy's city.
Once you've got friends, and your diplomats are in place, it's time to move. Approach the target enemy, and sell them Trade Rights for at least 4000 denarii - 8000 if you can get it. Now, approach your ally (or one of your allies, if you have more than one), and Demand Attack on the target faction. Depending on your relations with them and whether they're at war, you'll have to fork over some cash for this, or you can offer to attack one of their enemies in combination with a smaller Single Payment, or Map Information. Use the cash you just got from the target faction to finance the attack.
With that attack secured, you can go back to your target faction the next turn and try to sell them something else - Alliance, if they'll pay for it. Sell attacks on their enemies, sell Map Information, and so forth.
Continue to sell, buy attacks, sell, and buy attacks for as long as the target faction will deal with you. They may eventually declare war on you, but by that time they'll have been weakened considerably by the negative cash flow, and by fighting off the attacks you've been buying against them.
